a good photo begins with good composition and correct settings (aperture, exposure, white balance...). then the actual subject matter of the photo should be moving, interesting, unique, or clear and recognizable such that it draws an audience's attention
A good photo is something that the photographer is proud of making. It could involve an aperture setting or not, as well as a slow or fast shutter. A good photo is what the photographer makes of it and what they want the viewer to think.
A good photo can teach you something, make you feel something, and understand something. A photo can say many words without a single letter in the picture. It tells a story.
The idea behind it, like the motivation or audacity to take it.
A good photo has a story behind it. Prefect lighting and color.
-Something the photographer is passionate about

the meaning and composition
Creatively composed, manipulated, and/or processed
I really look into the composition of the picture itself when I first look at an image. I think this is what speaks the loudest.
- it has a story
- there is an intention to it, or it could not
I think a good photo could be having different meanings when one looks at it than another person when they look at it.
A good photo consists of creativity and focusing on a subject in an interesting way.
A good photo conveys a message or idea and have a meaning behind it.

A good photo has deeper meaning to the photographer who took the photo. It has to have true passion behind it.
If the photo means and represents something more than just the image.

- harmonious colors

a good story or subject
For starters, I think a good photo is exposed properly, edited well, but also includes an interesting subject or idea. Most well known photographs contain symbolism, or a deeper meaning.
I think what constitutes a good photo is the lighting and angle.
A good photo has a controlled format and appropriate lighting. :)
-It is different and unique and a lot of thought and effort was put into getting the best possible photograph

What constitutes a good photo to me is something that is pretty mellow going on in the picture, but has a lot of meaning in it.
A good photo consists of good placement of the subject, and lighting.
The creativity put into the photo and originality of your photo. What you may use in the process of taking the photo and developing it will contribute to how well you do. Is it your own?

- Detailing
- Infliction of emotion in the viewer
- Individuality
- Being unique to the photographer
- Having meaning in the background
- Not so general

Passion
That's all I can think of, as many great photos are unplanned. Many photos cannot be predicted and therefore cannot be taken with intention. While many great photos do include high contrast and vivid colors, that is not a requirement.
In my personal opinion, I believe that a good photo should have some sort of purpose behind it. For example, if the photo is blurry or another error is made, in order for it to be considered a good photo, the photographer must have used the blur in order to convey a specific message to the viewer.
I think that the passion and interest you have in photography makes you a good photographer.
